From 2015 on the Directorate for Air Navigation Services (DSNA) holds annual operational seminars and various customer and partner events in order to improve global safety levels in air transports and performance of Air Traffic Management. The conclusions of these meetings are available below.

French ATM Strategy (FAS)

DSNA has collaborated with IATA to write a document describing the common strategy to modernize air navigation in France : the French ATM Strategy. Therefore, DSNA extends its Collaborative Decision Making process to get the commitment of all stakeholders to the transformation and modernisation programs lead by DSNA to the benefit of the Single European Sky: free route airspace in en-route, new ATM system and tools and digitalisation, terminal airspace sustainable design, transition from ground to space based CNS infrastructure.

On May 21, 2019, during the DSNA Strategic Consultation meeting, DSNA and IATA signed the official launch of the consultation on the French ATM Strategy document of reference (FAS). 2 month later, the document has been validated by all stakeholders and published :

In 2020, the FAS approach is completed with a governance structure: An FAS steering committee thus coordinates the initiatives resulting from the FAS document in accordance with the opinion of the FAS consultation platform made up of all DSNA partners in the aviation sector. Finally, working groups are set up for each project with experts from the field concerned.

The FAS steering committee reports to the FAS consultation platform during the annual DSNA Strategic Consultation.

2019 CDM@DSNA seminar and workshops

CDM@DSNA seminar and workshops / Paris-CDG IBIS Hotel / 25th-26th November 2019

DSNA organized its fifth operational seminar and workshops in November 2019 in Paris-CDG. This 2-day event aims at fostering exchanges between key stakeholders from aviation domain and have a collaborative work on operational topics.

The seminar is the place to debate on sharp topic for the upcoming year with DSNA Managers. The second day, the Operational Working session focuses on specific and technical topics with FMPs and experts from Airspace Departement of Directorate of Operations.

2018 CDM@DSNA seminar

CDM@DSNA seminar / Paris CDG / 26th November 2018

DSNA organized its fourth operational seminar in November 2018 in Paris CDG. Customers and partners of DSNA (arlines, the Network manager, airports, Météo France) were invited to share and debate on building the extension of CDM in order to improve ATFCM to the benefit of all actors.

Extending CDM for ATM performance and resilience

In the context of a dynamic traffic increase, DSNA has implemented a set of coordinated ATFCM solutions to spread the demand in the best possible way. Summer 2018 has shown that despite these measures, important delays were generated due to lack of staff but also to meteorological events.

DSNA is willing to innovate to improve ATM performance. By extending CDM to other areas than airports, innovative way of improvements can be found. The collaborative management of impacting events such as meteorological disruptions is also an important subject. By taking collaborative decisions before the event we could improve our way to manage it and our resilience.

The 2018 CDM@DSNA seminar has allowed to share views and debate on these subjects.

Workshops

Divided into 2 working groups, participants were invited to attend each of the following workshops on a rotating basis.

  • WORKSHOP 1: Adverse weather conditions: How to apply a global CDM process?
  • WORKSHOP 2: E-CDM: what are the developments and who could benefit?

2018 DSNA Operational Working Session

The DSNA has proposed to its customers to extend the CDM@DSNA seminar discussions with a more specific and operational meeting.
The fourth Operational Working Session took place in Paris CDG, on the 27th of November 2018. Airlines were able to discuss their issues with all DSNA ACC operations manager. DSNA has presented a feedback of measures taken last summer and the main concerns regarding summer 2019.

2017 CDM@DSNA seminar

DSNA organized its third operational seminar in November 2017 in Paris Orly.
This 2017 CDM@DSNA edition was an opportunity for DSNA to discuss with its customers and partners concrete actions for improving ATM performance and traffic predictability  to the benefit of the entire European network.

New debate opportunities have been made available during this seminar to discuss new ways to further improve Flexible Use of Airspace and the SESAR solutions looked into for more customer integration into flow management processes.
How to deliver the flexibility awaited for by the airline community while continuing to ensure the highest level of safety?

2017 DSNA Operational Working Session

Following the November 2016 operational CDM@DSNA seminar, the DSNA was requested to organize a more focused meeting with its customers to work their concrete operational concerns and when feasible, deliver an action plan that would be regularly updated.

Accordingly, on April 26th 2017, DSNA organized its first Operational Working Session in Bordeaux ACC. 7 airlines were represented and were able to discuss their issues with all of DSNA ACC operations manager. Besides, airspace design solutions were presented to deliver concrete insight on what to expect in the two years to come. And of course, airlines were able to present their specific operational concerns for which DSNA will study.

2016 CDM@DSNA seminar

DSNA organized its second operational seminar November 29th 2016 at Paris-CDG. The objective was to gather all involved Collaborative Decision Making actors and discuss with them new working together horizons.80 persons joined in.
