The DGAC, the French Civil Aviation Authority, is responsible for ensuring the safety and the security of French air transport, as well as maintaining a balance between the development of the air transport sector and environmental protection. It is the national regulatory authority, but it also provides safety oversight, air navigation services and training. It is a partner of key players in the aeronautical industry and it is also in charge of financial aid for research in aircraft construction and state industrial policy in this sector.
Missions of the DGAC
Safety and Security
Maintaining high safety and security standards in the air transport sector is one of the DGAC’s constant concerns. It is responsible for the oversight of industrial stakeholders, operators and flight crew.
Sustainable Development
DGAC takes action to reduce the pollution generated by air transport, especially noise and air pollution. It maintains dialogue with local elected officials and the representatives of residents who live close to airports.
Air Navigation
DGAC provides services for airlines and general aviation. It provides air traffic services, through its enroute control centres and air traffic control towers.
Air transport regulator
DGAC plays an active role in economic and social affairs. It acts as France’s air transport regulator. It is the key representative of airlines, airports and their customers. As a partner of industrial manufacturers and operators, DGAC contributes to activity in the aeronautical industry. It implements a policy designed to support this key sector of the French economy thanks to research subsidies and refundable advance payments.
Europe and International
The civil aviation environment is highly international and European. The DGAC is involved in defining and defending France’s position before the relevant international bodies. It promotes French companies savoir-faire abroad. It also leads actions of cooperation on demand of foreign countries willing to benefit from French experience.
Light, General and Helicopter aviation
The light, general and helicopter aviation service promotes the development of light aviation, while improving safety levels in this sector. This single representation body for light aviation is suitable for small-scale operators.
Training
The National School of Civil Aviation ENAC (École Nationale de l’Aviation Civile) is the university for air transport in Europe. The ENAC’s role is to provide initial and advanced training for managers and the main players in civil aviation.
Resources
To accomplish its tasks, the DGAC can count on a broad range of professional skills and a budget for air transport activity.

A model administration
Sustainable development has been an integrant part of the internal functioning in every department of the DGAC for a number of years, as a means to reduce the impact of its daily activities on the environment.
The publishing of the Greenhouse gas emission report (Bilan des émissions de gaz à effet de serre – BEGES) aims at carrying out an assessment of greenhouse gas emissions over a year in order to identify and pinpoint the means of reductions of these emissions.
Greenhouse gas emission report ("BEGES")
The State services must make public their greenhouse gas emissions report (BEGES). The report published in 2011 showed the main sources of emissions of the DGAC and was the starting point of a number of actions. BEGES 2011 is the first publication of its kind and serves as the reference year for the DGAC and as a point of comparison for reports to come.
2011 : reference year for the DGAC
In 2011 greenhouse gas emissions of the DGAC make up for a total of approximately 98 436 tons equivalent carbon.
Trips and energy consumption are the main sources of greenhouse gas emissions.
Concrete measures were set up by the DGAC to reduce these two sources of emissions :
- spreading and promoting the use of videoconference rooms,
- shutting down automatically computers at night and on weekends,
- extending life span of computers to 5 years,
- carrying on energy audits for building marked as priorities and in regards to allotted funds,
- sensibilising agents to a reasonable use of heating and air conditioning in offices.
The 2011 report covers in detail emissions by type of sources and by services. Furthermore it lists in full actions taken to reduce them.

To mark the return of the International Air and Space Show, Aviation Civile magazine brings you a special issue devoted to its 54th edition.
Clément Beaune, Minister Delegate for Transport, has written an editorial in which he looks back at the State's support for the aviation industry during the health crisis and the major advances made in decarbonizing aviation. These themes are developed in the first section of this special issue.
The other three sections are devoted to innovations (low-carbon, electric or hybrid aircraft; Falcon 6X and 10X), air transport (commissioning of 4-FLIGHT at Marseille ACC, air freight) and international cooperation (ENAC's sustainable development training programmes, satellite navigation).
