Air navigation charges

Airspace users (commercial airlines and, where appropriate, general aviation) are required to pay for air navigation charges which are used to finance the services provided by the State, in order to ensure the flights’ safety and efficiency. In terms of air traffic, two types of charges exist in French metropolitan territory and have their equivalent in the French overseas territories.

The En-route charge remunerates the use of facilities and services operated by the State over French metropolitan territory and its vicinity, for the safety and efficiency of en-route air traffic flows, including the radio-communication services and the meteorological services.
This charge is calculated and collected by Eurocontrol on behalf of the 41 contracting States to the multilateral agreement on route charges, including France. This international framework imposes homogeneous calculation rules for all member states. Each flight is characterized by a number of service units, to which unit rates apply according to the zones overflown. For a given flight, the number of service units is proportional to the distance flown and depends of the maximum take-off weight of the aircraft.

The Terminal navigation charge (TNC) pays for air navigation services provided within a radius of 20 km around the main aerodrome in the French metropolitan area. It is payable for each departure from an aerodrome subject to this charge. In 2022, there are 56 airports subject to TNC in mainland France. Each take-off is characterized by a number of service units, to which a unit rate is applied that varies according to the tariff zones (there are currently two in mainland France). For each departure, the number of service units is based solely on the maximum take-off weight of the aircraft.

These two types of charges have their equivalents in the French overseas territories.

The Oceanic charge remunerates for the use of overseas facilities and its vicinity and services provided by the State, to ensure the safety and efficiency of en-route air traffic. It is based on the distance flown over the overseas territories and their vicinities and the maximum take-off weight of the aircraft.

The Terminal navigation charge overseas (TNC-overseas) pays for air navigation services provided within a radius of 20 km around the main overseas aerodromes. It is payable for each departure from an aerodrome subject to this charge. Each departure is characterized by a number of service units, to which a unit rate applies. In 2022, there are 8 airports subjected to TNC in the French overseas territory.

For the French metropolitan territory, the en-route charge and the TNC are invoiced and collected by Eurocontrol on behalf of the DGAC.

For the French overseas territories¸ the oceanic charge and the TNC-overseas are invoiced and collected directly by the DGAC.

Change in the calculation of the distance used for the en-route charge

As of 1 January 2020, the distance used to the route charge’s calculation shall be the distance calculated between the entry point and the exit point in the charging zone, in accordance with the actual route as recorded by the Air Traffic Flow Management and no longer the distance calculated according to the last filed flight plan.

Suspension of the air navigation services

Pursuant to the Decree No. 2018-1274 of 26 December 2018 on air navigation, the Minister responsible for civil aviation may decide to suspend air navigation services against any user who has not paid the air navigation charges due. This decision shall be taken at the request of Eurocontrol or of the accounting officer of the budget for air traffic control and operations.

Terms of payment for the mainland terminal navigation charge

The terms of payment of the mainland terminal navigation charge for the flights realised as of 1 July 2019 have changed. This charge is invoiced and collected by Eurocontrol on behalf of the DGAC.

Publication of the financial accounts of the French air navigation service provider

The financial accounts of the French air navigation service provider are established, certified and published (download links below) in application of Regulation (EC) No. 550/2004 of the European Parliament and of the Council of 10 March 2004 on the provision of air navigation services in the single European sky.
These accounts present in a consolidated manner the financial transactions about air navigation services in France, in particular the revenues drawn from air navigation charges invoiced to airspace users to finance the costs of the services provided to them for an annual global amount of more than 1,6 bn € : air traffic management, communication, navigation, surveillance, search and rescue, aeronautical information and meteorology.
