2019 Connecting Europe Facility (CEF) MAP Transport Call for Proposals "reflow 1"

This CEF MAP call for proposals was launched on 16 October 2019, applications are expected by INEA until 26 February 2020.

Launch of the 2019 CEF Transport call for proposals "reflow 1"

On 16 October 2019, the European Commission launched a new call for proposals under the transport component of the Connecting Europe Facility for transport. This call for proposals under the multiannual work programme covers the following priorities:

1/ Removing bottlenecks, enhancing rail interoperability, bridging missing links and improving cross-border sections;
2/ Ensuring sustainable and efficient transport systems in the long run;
3/ Optimising the integration and interconnection of transport modes and enhancing interoperability, safety and security of transport.

Conditions and financing

It is a “classic” MAP call for proposals which means it is not required to present a counterpart of innovative financing in order to submit a proposal and to get a grant.

A total indicative amount of 750 million is presently made available for this 2019 reflow call for proposals.

The co-financing rates are 50 % of the eligible costs for studies and between 20 % and 50 % for works depending on priorities.

French organisation

Concerning the French organisation the two internal deadlines to submit a proposal are :

1 – Before 20 December 2019, transmission of main information concerning the proposal :

  • Proposal's name ;

  • Applicants / partners ;

  • Priority chosen within the call for proposals ;

  • Amount ;

  • Description (objectives, timetable, steps already completed and technical elements).

2 – Before 27 January 2020, transmission of the application forms A, C, D and the evaluation grid for the application form C prepared by the Ministry for the Ecological and Inclusive Transition (downloadable from this page) given the fact that several certifications have to be performed and signed by different services of the Ministry – prior to the transmission by the project promoter of the complete application file.

It is recalled that the responsibility for submitting a complete and valid application file to the European Commission in accordance with deadlines established at European level rests with the project promoter and not with the services of the Ministry. It is also the responsibility of the project promoter to gain information on the instructions of the European Commission's Executive Agency INEA (see link below).
